Raffles Istanbul is the clear booking here: $584 a night against $1,186 for the Peninsula, a higher guest rating from a far larger review base, and it doesn't actually lack anything the Peninsula has. The Peninsula is newer to Istanbul and sits on the Karakoy waterfront, which is a genuinely different setting to Raffles' position inside Zorlu Center in Besiktas. Unless the harbour location is the whole point of the trip, Raffles wins on price, facilities and volume of guest opinion.

Raffles Istanbul occupies a tower within Zorlu Center on the Besiktas side, so the setting is glass, verticality and a shopping-and-culture complex at its feet rather than an old waterfront street.
